Vowing retribution but urged to show restraint, Israel has yet to agree on its response to an expansive drone and missile strike carried out on its territories by Iran on Saturday.

A Monday meeting of Israel’s five-person war Cabinet, headed by Prime Minister Benjamin Netanyahu, concluded without comment on whether the Jewish state will honor its pledge to “exact a price” from Tehran or concede to calls for a measured response from international leaders.

The prolonged deliberation came after the Israeli military said that Iran on Saturday fired more than 300 drones and missiles at its soil. It claimed that it and international allies eliminated 99% of these attacks as part of its now-dubbed “Iron Shield” operation.

The U.S., U.K., France and Jordan assisted in intercepting these threats. Tehran said its assault was in response to an Israeli strike that killed several top commanders at an Iranian consulate in Damascus, Syria, on April 1 — an offensive for which Israel has yet to claim responsibility.

Iran said the Saturday hostilities have “concluded” its retaliation — and Israel is now left to consider next steps.

The Israeli war Cabinet is set to meet again Tuesday, according to Reuters. The prime minister’s office and Foreign Ministry did not immediately respond to a CNBC request for comment.

Speaking after the Cabinet’s Monday gathering, an Israeli official said that the country’s decision-makers believe it is important for any potential response to closely follow the attack, and that such a gesture would be coordinated with Washington, NBC News reports.

Concerns are mounting that the conflict — rooted in the Oct. 7 terror attack undertaken by Palestinian militant group Hamas and Israel’s retaliatory war campaign in the Gaza Strip — will seep into the broader Middle East region. Since October, Israel has traded fire with a spate of other Iran-supported factions, such as Lebanon’s Hezbollah, Yemeni Houthis and Bashar Assad’s Syrian administration.

Global markets have also been rattled by the hostilities. Oil prices have been bolstered by the potential for disruptions from heavyweight crude producer Iran, and international maritime trade has faced delays and suspensions amid Houthi attacks in the Red Sea.

“There are those in the war Cabinet now who will be pushing for a wider campaign in Lebanon against Hezbollah, against Iran itself to take advantage of this moment,” Julien Barnes-Dacey, director of the Middle East and North Africa program at the European Council on Foreign Relations, said Tuesday on CNBC’s “Street Signs Europe.”

‘Mr. Security’

Netanyahu, who has previously battled fraud and corruption charges and civil protests over his proposed judicial reforms, faces domestic pressure to assume a hard line against Iran – and international ones to stand down.

In a Google-translated social media post, Israel’s foreign minister, Israel Katz, said he is mobilizing a “diplomatic offensive” against Iran, noting that he has sent 32 world figures a letter “calling for calling for sanctions to be imposed on the Iranian missile project and that the Islamic Revolutionary Guard Corps be declared a terrorist organization.”

The Israeli military has also signaled its readiness to respond: “Iran will face the consequences for its actions. We will choose our response accordingly,” IDF Chief of General Staff Herzi Halevi said Monday night in a video address.

Yet U.S. officials say a potential Israeli retaliation could be restricted in scope to strikes against Iranian military forces and Iranian-backed proxies outside of Iranian territory, four U.S. officials told NBC News, with three sources adding that Washington does not intend to participate in such an offensive.

CNBC could not independently verify these reports.

“All that is left of “Mr. Security” is a village of ruins from Bari to Kiryat Shmona, and a complete loss of Israeli deterrence,” Israeli opposition leader Yair Lapid said of Netanyahu on social media, according to a Google translation. “It’s election time, now.”

But Ehud Olmert, former Israeli prime minister, told CNBC’s Dan Murphy that the absence of casualties and limited damage resulting from the Saturday attack means Israel may now “act in a quieter and more restrained and more reserved manner to somehow bring to a halt a direct confrontation with Iran.”

He acknowledged that Netanyahu is under strain from right-wing groups within the cabinet that are demanding a very “tough and painful reprisal” against Israel, but stressed “it’d be a mistake to attack Iran now. We defeated Iran on Saturday night.”

He added, “[U.S. President Joe] Biden wants to contain the situation, not to allow it to expand, and we all are in the same page with President Biden.”

The U.S. leader, who previously vowed “ironclad” commitment to Israel, has told Netanyahu that the White House would not join offensive operations against Iran, a senior administration official told NBC News.

World leaders across Europe, Asia-Pacific and the Middle East have widely called for calm, with Saudi Arabia — a now reconciled former foe of Iran — urging “the utmost levels of restraint.”

The global stablecoin market has surged past $150 billion, indicating a growing demand for digital assets with relative stability. Competition in the stablecoin space has intensified, with Ripple announcing plans for a USD-backed stablecoin, joining established issuers like Tether and Circle, whose supplies have collectively expanded by nearly $10 billion in the past month.

Despite the current crypto bull market potentially influencing stablecoin growth, experts suggest that the surge in demand is driven by various factors beyond market speculation. Austin Campbell, from Columbia Business School, notes that stablecoins are increasingly being used for payments independent of crypto trading, addressing a broader market segment.

Payment use cases for stablecoins are on the rise, with platforms like Grab in Singapore now accepting USDT on TRON for services like rides and food delivery. TRON’s blockchain, known for its low transaction fees and fast processing, has become a preferred platform for stablecoin transactions, with over $54.8 billion in circulating supply.

Similarly, Noble, a digital asset issuance chain, has witnessed a surge in stablecoin payments for everyday transactions, with platforms like Cypher Wallet enabling users to spend USDC at stores accepting Mastercard.

However, challenges such as regulatory uncertainties and tax implications remain hurdles to widespread stablecoin adoption. Proposed stablecoin legislation in the U.S. faces criticism from lawmakers like Senator Elizabeth Warren, while tax regulations around stablecoins pose reporting challenges for users and entities.

Despite these challenges, experts remain optimistic about stablecoin growth as the crypto ecosystem evolves. Education and retail demand are seen as key drivers for future adoption. Tether’s partnership with Coins.ph in the Philippines aims to promote financial literacy and blockchain education, targeting diverse segments of the population.

As the learning curve progresses and retail demand increases, stablecoins are expected to play a significant role in real-world payments, paving the way for broader adoption in the future.

Israel said it identified 300 “threats of various types” and eliminated “99%” of those bound for Israeli soil, according to an update from an Israel Defense Forces spokesperson, Rear Admiral Daniel Hagari. He said a 10-year-old girl was “severely injured by shrapnel” but reported no additional casualties, adding that “several launches” were also made toward Israel from Iraq, Yemen and Lebanon.

Last night marked the first instance of a direct attack on Israel from Iranian territory. Iran-backed factions – such as Palestinian militant group Hamas, Lebanon’s Hezbollah, Yemeni Houthi and Bashar al-Assad’s Syrian administration – have engaged militarily with the Jewish state.

Earlier on Saturday, Iran’s Revolutionary Guards had seized a cargo ship in the Strait of Hormuz, claiming a connection to Israel.

Iran’s chief of staff of the armed forces, Major General Mohammad Bagheri, said that Tehran’s operation had now concluded and would involve no further actions, in comments carried by Iran’s state-owned Islamic Republic News Agency.

“At this juncture, the Islamic Republic of Iran has no intention of continuing defensive operations, but if necessary, it will not hesitate to protect its legitimate interests against any new aggression,” Iran’s Foreign Minister Hossein Amir-Abdollahian said on social media on Sunday, according to a Google translation.

Israel and Iran have been on the cusp of direct conflict since the start of Israel’s military campaign in the Gaza Strip, which came in response to Hamas’ terror attack of Oct. 7. Iran vowed revenge after a suspected Israeli strike on an Iranian consulate in Damascus, Syria, on April 1, which killed several top Iranian military commanders.

“We will not be able to comment on the claims regarding a strike in Damascus,” an Israeli foreign ministry spokesperson told CNBC by email, adding, “Iran’s attack on Israel on the night of April 14th is a direct attack on a sovereign nation, its use of proxies for the last decades and the destabilizing effect of the Ayatollah regime in the region and beyond must end.”

Relations between stalwart allies Washington and Israel had appeared to slightly chill in recent weeks, with Biden warning further support would hinge on Israel taking steps to protect civilians and humanitarian aid workers in the Gaza enclave.

But the U.S. – alongside the U.K. and France, according to Israeli military – intervened to mitigate last night’s Iranian attack and the assault could reignite urgency to pass a key $95 billion bill including funding for Israel and Ukraine, which has passed the Senate but stagnated on Republican opposition in the U.S. House of Representatives.

The national security supplemental that has waited months for action will provide critical resources to Israel and our own military forces in the region,” Mitch McConnell, Senate Republican leader, said in a statement. “We cannot hope to deter conflict without demonstrating resolve and investing seriously in American strength.”

As the Bitcoin network’s halving event approaches, scheduled to occur in about seven days (April 19), the accuracy of online countdowns is coming into question. Various platforms display conflicting estimates of when the halving will take place, creating confusion for those closely monitoring the event.

For example, Watcher Guru forecasts the halving in seven days, seven hours, and 20 minutes, while CoinMarketCap predicts it will happen two hours later. Similarly, the “Bitcoin Block Reward Halving Countdown” indicates it will occur in seven days and 15 hours. Despite these variations, they generally align, but discrepancies can frustrate traders looking to capitalize on the halving.

The Bitcoin halving occurs approximately every four years, triggered by reaching every 210,000 blocks, with the upcoming event slated for block height 840,000. Ideally, given Bitcoin’s 10-minute block time, determining the precise timing of the halving should be straightforward. However, practicalities complicate matters.

According to Simon Cousaert, director of data at The Block Research, the accuracy of countdowns depends on factors like the current block height and the average block time. While the target block is constant, fluctuations in the average block time due to varying miner activity make accurate predictions challenging.

Marko Tarman, lead mining manager at NiceHash, emphasizes the dynamic nature of block times, which can significantly affect predicted halving events. Shorter average block times suggest an earlier halving, while longer times delay it.

In essence, while the halving event is predetermined and highly anticipated, predicting its exact timing is more art than science due to the fluctuating nature of block times. Accuracy becomes increasingly crucial as the event approaches, highlighting the complexities involved in tracking this significant event in the Bitcoin ecosystem.

A measure of wholesale prices increased less than expected in March, providing some potential relief from worries that inflation will hold higher for longer than many economists had expected.

The producer price index rose 0.2% for the month, less than the 0.3% estimate from the Dow Jones consensus and not as much as the 0.6% increase in February, according to a release Thursday from the Labor Department’s Bureau of Labor Statistics.

However, on a 12-month basis, the PPI climbed 2.1%, the biggest gain since April 2023, indicating pipeline pressures that could keep inflation elevated.

Excluding food and energy, the core PPI also rose 0.2%, meeting expectations. Excluding trade services from the core level, the increase was 0.2% monthly but 2.8% from a year ago.

The release comes a day after the BLS reported that consumer prices again rose more than expected in March, raising concerns that the Federal Reserve will be unable to lower interest rates anytime soon.

On the producer price side, March’s gain was pushed by services, which saw a 0.3% increase on the month. Within that category, the index for securities brokerage and other investment-related fees jumped 3.1%.

Conversely, goods prices decreased 0.1%, flipping a 1.2% increase in February. Final demand costs for energy, which have been on the rise lately, actually fell 1.6% on the month. However, wholesale prices for final demand food and goods less food and energy climbed 0.8% and 0.1%, respectively.

Though prices have been rising at the pump, the final demand index for gasoline fell 3.6%. That contrasted with the consumer price index, which showed gasoline up 1.7% on the month.

Markets showed little reaction to the data, with futures tied to major stock indexes slightly higher though Treasury yields declined.

In other economic news Thursday, initial filings for jobless benefits fell to 211,000, a decline of 11,000 from the previous week’s upwardly revised level and below the 217,000 estimate from Dow Jones.

Continuing claims, which run a week behind, increased to 1.82 million, up 28,000 for the period, according to the Labor Department release.

The economic data points are being watched closely as the Federal Reserve contemplates its next moves on monetary policy.

Wednesday’s CPI release jolted markets, which had been anticipating an aggressive series of interest rate cuts this year. The report showed annual inflation running at 3.5%, well above the Fed’s 2% target.

The market now is pricing in the possibility of just two cuts this year, likely not starting until September, according to CME Group data.

Over the past 24 hours, the top ten memecoins native to the Solana network have all seen declines, accompanied by a decrease in the value of Sol, the network’s native cryptocurrency, by over 3%.

Among the notable decreases, Dogwifhat saw a decline of 5%, while Bonk experienced a drop of 3.5%. Book of Meme faced a significant downturn of 10%, and Jeo Boden’s value decreased by 1.3%. Cat in a Dogs World suffered the most substantial decline, plummeting by 18.9%, followed by Popcat with an 18.0% decrease. Myro encountered a 5.0% drop, while Wen and Slerf both experienced declines of 14.4% and 7.4%, respectively. Additionally, Catcoin saw a decrease of 7.7% in its value.

As a result, the entire Solana memecoin market cap now stands at $8.3 billion, constituting 12% of the total memecoin market value, estimated at around $64 billion, according to Coingecko data.

Furthermore, the daily moving average of non-vote transactions on the Solana network has fallen to approximately 24 million, marking a multi-week low. This decline in transactions coincides with congestion on the Solana network, attributed to spam transactions.

Despite the decrease in memecoin prices, the popularity of on-chain memecoin trading on Solana led to a new all-time high in on-chain volumes, measured in U.S. dollar terms, on Friday.

Solana Liquidations Spike

Sol, the native cryptocurrency of the Solana network, experienced a decline of over 3% in the past 24 hours, trading at $175 at 9:22 a.m. ET, according to The Block’s Price Page.

Notably, Sol long positions bore the brunt of Monday’s market volatility, with over $4.33 million in Sol long liquidations recorded in the past 24 hours out of a total of $4.81 million in liquidations across the wider cryptocurrency market, which saw over $173 million in liquidations over the same period, according to Coinglass data.

Some issuers are not confident that the SEC will green light the ether applications.

“We were the first to file as well for Ethereum in the U.S., and we and [Ark Invest CEO] Cathy Wood, are kind of the first in line for May, I guess, to probably be rejected,” VanEck CEO Jan Van Eck told CNBC’s Arjun Kharpal at the Paris Blockchain Week crypto event in Paris, France.

Ark Invest was not immediately available for comment when contacted by CNBC.

“The way the legal process goes is the regulators will give you comments on your application, and that happened for weeks and weeks before the Bitcoin ETFs — and right now, pins are dropping as far as Ethereum is concerned,” Van Eck added.

Enthusiasm has been mounting among the crypto community for an ether ETF, ever since the SEC approved the first spot bitcoin ETFs in January.

The ether price has been climbing this past week on the back of hopes that the SEC will approve an ether-backed ETF.

The token is up about 10% in the last seven days, according to CoinGecko data.

However, the SEC has signaled that it might not be so willing to approve such an investment product.

SEC Chair Gary Gensler has previously stressed that “the vast majority of crypto assets are investment contracts and thus subject to the federal securities laws,” in the SEC’s view.

This complicates matters for an ether ETF.

“We are observing the Ethereum decision very, very closely,” CoinShares CEO Jean-Marie Mognetti told CNBC on Tuesday. “CoinShares was not in the race for the bitcoin ETF until three months before the approval, and we managed to qualify ourselves at the last minute.”

He was equally pessimistic over the odds of gaining such an approval in the short term.

CoinShares is not one of the companies in the running for an ether ETF in the U.S.

“I don’t see anything being approved this side of the year,” he noted, suggesting it may be difficult to gain SEC approval for proof of stake — a protocol specific to blockchain.

Bitcoin is underpinned by a different protocol, known as proof of work, where volunteer miners validate transactions and mint new tokens.

The SEC has not taken issue with proof of work from a securities law standpoint.

Global crypto investment products have witnessed an unprecedented surge in annual inflows, reaching $13.8 billion year-to-date, with an additional $646 million added last week. However, there are indications that the hype surrounding exchange-traded funds (ETFs) is beginning to moderate, according to James Butterfill, Head of Research at CoinShares.

Leading asset managers such as BlackRock, Bitwise, Fidelity, Grayscale, ProShares, and 21Shares collectively attracted $646 million in inflows globally last week, as reported by CoinShares. This follows the previous week’s net inflows of $862 million, pushing the year-to-date inflows to a historic high of $13.8 billion, surpassing the prior annual record of $10.6 billion set in 2021, within just a few months into 2024.

This surge indicates a sustained recovery for global crypto funds, following nearly $1 billion worth of outflows observed for the week ending March 22. However, Butterfill noted a moderation in appetite from ETF investors, with weekly flow levels not reaching the heights seen in early March. Additionally, trading volumes declined to $17.4 billion last week compared to $43 billion in the first week of March.

Bitcoin remains the primary focus for global crypto investment products, with a net addition of $663 million last week. Conversely, short-bitcoin funds experienced their third consecutive week of outflows, totaling $9.5 million, indicating minor capitulation among bearish investors.

ETFs remain dominant, accounting for $484.5 million of last week’s net inflows.

Bitcoin is currently trading up 4% over the past week at $72,129, while the GMCI 30 index, representing the top 30 cryptocurrencies by market capitalization, has seen an 8% increase during the same period, reaching 154.27.

Inflows into Other Cryptocurrencies

Investment products tied to Litecoin, Solana, and Filecoin also attracted inflows of $4.4 million, $4 million, and $1.4 million, respectively, last week. However, funds based on Ether experienced outflows for the fourth consecutive week, losing $22.5 million.

Regional Sentiment

Regionally, sentiment remains polarized, with U.S.-based funds adding $648 million last week, alongside inflows for products in Brazil, Hong Kong, and Germany. However, Switzerland and Canada recorded outflows of $27 million and $7.3 million, respectively.

Every tech company is talking up its AI opportunity. Oracle is no exception. But during an earnings call in March, Oracle’s Larry Ellison laid out a future market opportunity focused on a major customer that investors may think about less often that Fortune 500 companies.

The Oracle founder, former CEO and current chairman and chief technology officer, sees national and state government applications being run on platforms like Oracle Cloud Infrastructure to a much greater degree than today, and indicated that it’s starting to happen in a variety of ways.

“We talk about, you know, winning business with companies. For the first time, we’re beginning to win business for countries,” Ellison said. “We have a number of countries where we’re negotiating sovereign regions with the national government.”

Major tech companies vying for massive government contracts in the cloud are nothing new. Microsoft and Amazon had a lengthy battle over a cloud deal with the Department of Defense, and both those AI players as well as Oracle and Google ended up all in on a $9 billion DoD contract in 2022.

But Ellison went further in his prediction when speaking with analysts on the recent earnings call, saying “Every government, pretty much every government, is going to want a sovereign cloud and a dedicated region for that government.”

Oracle, which works with Nvidia and Microsoft on generative AI capabilities, has already helped use cloud tech to cut red tape for countries. One example Ellison gave was Albania. It is trying to ascend to the European Union with the help of chatGPT, with the generative AI helping to decipher and summarize its laws and aid the country in what it needs to change in order to be compliant with E.U. regulations.

“It took Serbia eight years to harmonize their laws to be able to join the E.U.,” Ellison said. “Albania is facing the same thing, but with generative AI, we can read the entire corpus of the Albanian laws and actually harmonize their laws with the EU in probably more like 18 months to two years.”

Some analysts are skeptical of Ellison’s talk as being anything more than typical C-suite rallying for a key business unit. Oracle shares are up about 21% YTD, but Barclays analyst Raimo Lenschow expressed concern about lower OCI growth during its latest earnings, which could “worry investors, as this is the main investment story.”

A version of future featuring cloud services and artificial intelligence-powered solutions can make government more efficient. Ellison said for starters, redundancy is a focus for government, in the case of disaster and disaster recovery. But it’s also moving into health care information and internet access projects.

Countries including Serbia are standardizing on Oracle Cloud Infrastructure and using generative AI for processes like automating health care. Deals related to delivery of internet services in partnership with Elon Musk’s Starlink to remote areas are taking place in Kenya and Rwanda, where OCI and Starlink are mapping rural farms to see which crops are growing in what area, and if they are getting enough nutrients like nitrogen and water.

“These maps are AI-assisted, help them plan their agricultural output and predict their agricultural output, predict markets, the logistics of the agricultural output, doing all of all of those things as next-generation national applications,” Ellison said.

Food security, rural school and rural hospital internet access, are other examples of what Ellison said are among the “all sorts of interesting new AI applications out there that you’ve probably never heard of before, at least I hadn’t heard of before until these last 12 months now that we’ve worked on and we’re now in the process of delivering.”

He also mentioned automation of vaccination programs, and other healthcare program “across the board.”

“We’re living in a world where like data and information is the gold of the future,” said Dan Gardner, CEO of digital strategy agency Code and Theory. “If the government can get access and action on that their data faster, why would we want to slow that down? We want that to be as efficient as possible. A lot of that is like mundane human resources, that maybe those people could be doing something else that is way more valuable.”

Cloud and generative AI applications allowing countries to give rural areas internet access could increase educational opportunities and create more economic value. It could also allow citizens to have more insight into government processes, said Tapan Parikh, Cornell University associate professor. “One thing technology’s always been good at is potentially making bureaucracies more efficient, or at least more transparent internally,” he said.

‘Black Mirror’ governments

But the push to move more government processes to the cloud is also opening the door to new risks, especially as countries trust newly developed generative AI systems. While they may make processes faster than ever, there are bound to be mistakes as the technology develops and could make citizen data accessible to cyber criminals.

“We shouldn’t use these technologies as an excuse to not maintain oversight and control over political processes,” Parikh said. “Certainly, I think that’s a very important thing, particularly when you’re dealing with countries that may not have the same kind of governance capacity.”

Oracle did not respond to a request for additional comment on Ellison’s earnings call discussion.

“There’s the ‘Black Mirror’ bad side of it: Big Brother, data wars, AI warfare and all that stuff,” Garder said. “As far as like removing red tape and being more efficient and getting better use out of crops across the country, that’s incredible. That’s the multiplier of humanity that could really improve because of AI.”

AI raises a host of concerns.

Gardner pointed to the proliferation of more generative content in an election year around the world and all the issues related to tech-enabled interference. “Maybe it’s not like chips on the ground. But it’s data security, authentication of who you are, who governments are, what content you’re viewing, all the connection points between financial systems, and AI governance. Using AI as a tool of destruction is quite scary.”

“No big government in the world can afford to move all of their services and especially critical ones like defense, taxes, health care, completely into the cloud and into the hands of gen AI,” said Simone Bohnenberger, chief product officer at cloud company Phrase. “It’s just not in the realm of, I think it’s not responsible to do that. The potential risks outweigh the benefits of doing that.”

OpenAI, which created ChatGPT, is mostly trained on existing content on the internet. That could pose a problem, especially when text from lesser known languages like Albanian need to be analyzed, Bohnenberger said.

“If you look at the World Wide Web or the internet, the vast majority of content there’s English, I think a quarter of the content is English, followed by Chinese,” she said. “Albanian is a minority. It’s very questionable for me how well that actually works for a small country like Albania and like an outlier language, because there’s just not much data you can train a model on. And if you don’t have much data, then the outputs will be very messy.”

Then there’s security and data risks with allowing foreign companies access to citizen data, Parikh said. Even the U.S., with all its resources, has been vulnerable to data hacks, including a recent February incident with contractor CGI Federal which exposed personally identifiable information on employees. The recent battle between the U.S. and China over TikTok is an example of how control of sensitive consumer data can be interjected into geopolitics. “I think certainly that’s a concern going forward for countries who are working with vendors from different countries,” Parikh said.
