Baltimore’s Francis Scott Key Bridge collapsed after a container ship hit it early Tuesday.

Up to seven people may have fallen into the water after the crash, according to Baltimore City Fire Department Chief James W. Wallace. Two people were rescued, with one transported to a trauma center in very serious condition.

The bridge carries Interstate 695 across the Patapsco River, southeast of the Baltimore metropolitan area.

The crash by the large container ship occurred around 1:30 a.m. ET, when contractors were working on the bridge, according to Paul Wiedefeld, Maryland’s transportation secretary.

Wiedefeld said the incident is an active search and rescue mission and that vessel traffic into and out of the Port of Baltimore is suspended until further notice.

“This is a very large incident, it involves a very large footprint,” Wallace said in a press briefing.

The fire department chief said sonar scans had detected the presence of submerged vehicles, but could not disclose the number of cars involved.

“The latest information we have on the crew of the ship is that they still are on board of the ship,” Wallace said, adding that rescue agents must first do a damage assessment of the vessel before being able to board. Asked if the ship was suffering any technical impairments, he said, “We do not have that information.”

“There is absolutely no indication that there was any terrorism, that this was done on purpose,” a Baltimore police spokesperson said during the briefing Tuesday. “There is absolutely no indication that this was intentional.”

“USCG confirms the ship is the 948-ft DALI vessel. USCG has deployed three response boats, and pollution responders are en route from the Sector Maryland-National Capital Region,” the U.S. Coast Guard’s Matthew West told NBC News.

Shipping data indicates that the Singapore-flagged container vessel is under the management of Synergy Marine Group, which said in a statement that all 22 crew members on board, including two pilots, had been accounted for.

“Whilst the exact cause of the incident is yet to be determined, the ‘DALI’ has now mobilised its Qualified Individual Incident response service,” the group said. “The US Coast Guard and local officials have been notified, and the owners and managers are fully cooperating with Federal and State government agencies under an approved plan.”

U.N. chief António Guterres invoked a rarely exercised clause in the U.N. Charter to push for an Israel-Hamas cease-fire, warning the organization’s security council that urgent action is necessary to help Gaza avert a “humanitarian catastrophe.”

In a dramatic move, Guterres on Wednesday wrote to members of the Security Council and urged them to collectively call for a full humanitarian cease-fire.

He said that two months of war had “created appalling human suffering, physical destruction and collective trauma across Israel and the Occupied Palestinian Territory.”

“The international community has a responsibility to use all its influence to prevent further escalation and end this crisis. I urge the members of the Security Council to press to avert a humanitarian catastrophe,” Guterres said.

“This is urgent. The civilian population must be spared from greater harm. With a humanitarian ceasefire, the means of survival can be restored, and humanitarian assistance can be delivered in a safe and timely manner across the Gaza Strip.”

It is the first time that Guterres has invoked Article 99 of the U.N. Charter, which states that the U.N. chief “may bring to the attention of the Security Council any matter which in his opinion may threaten the maintenance of international peace and security.”

The move renewed personal tensions between Guterres and Israeli officials. Israeli Foreign Minister Eli Cohen on Wednesday said the U.N. chief’s tenure was “a danger to world peace” and suggested his push to activate Article 99 constituted support of the Palestinian militant group Hamas.

A U.N. spokesperson was not immediately available to comment when contacted by CNBC on Thursday. It has previously dismissed claims that it is biased over the Israel-Hamas war.

Late last month, Israel’s representative to the U.N. called for Guterres to resign, saying he had “lost all morality and impartiality.”

The call came after the U.N. chief said it was important to recognize the Oct. 7 attacks by Hamas “did not happen in a vacuum,” citing “56 years of suffocating occupation” suffered by the Palestinian people.

Israel-Hamas war

U.N. Spokesperson Stéphane Dujarric described Article 99 as “the most powerful tool” at the U.N. chief’s disposal, saying that Guterres had invoked the article “given the scale of the loss of human life in Gaza and Israel, in such a short amount of time.”

Dujarric added that Guterres hoped the move would ratchet up the pressure on both the council’s 15 members and the international community at large to demand a cease-fire.

The Security Council, which consists of five permanent members with veto power and 10 non-permanent members, has not yet adopted a resolution calling for a cease-fire between Israel and Hamas.

China, France, Russia, the U.K. and the U.S. all hold veto power on the council, which is regarded as the U.N.’s most powerful body.

The U.S. used that veto power on an Oct. 18 resolution that called for “humanitarian pauses” in the fighting to deliver aid to Gaza.

In mid-November, the council passed a resolution to call for “urgent and extended humanitarian pauses.”

War-battered Gaza’s already fragile economy lies in ruins, much like its buildings, following more than a month of bombings by Israel after Hamas militants attacked the country in October.

Even before the war, a majority of Gazans had limited access to affordable, nutritious provisions and were deemed food insecure, according to the United Nations World Food Programme, but the situation has now turned dire. About 80% of Gaza residents were reliant on some sort of international aid before the latest escalation.

“Gaza’s economy is 100% dependent on two sources of revenue: foreign aid and access to Israel’s labor market. The latter is now gone, probably forever. The only thing remaining is foreign aid,” Marko Papic, partner and chief strategist at Clocktower Group, told CNBC via email.

Gaza’s unemployment rate, which has traditionally been one of the world’s highest at above 40%, now stands near 100%, with the enclave’s economy effectively “ceasing activity” indefinitely, according to a report from the Ramallah, West Bank-based Palestine Economic Policy Research Institute.

Over one month into the war, Gazans have lost at least 182,000 jobs, or 61% of the workforce, according to the International Labor Organization. Another U.N. agency, the United Nations Development Programme, has forecast that Gaza’s development would be set back by 16 to 19 years in its assessment based on economic, health and educational indicators.

On Oct. 7, Hamas militants launched a multi-pronged attack by land, sea and air and infiltrated Israel, killing approximately 1,200 people. In retaliation, Israel launched air strikes and a ground invasion into the Gaza Strip, which has so far killed more than 14,500 people in the enclave.

Economy outlook worse than after 1967 war

“Even though the Israelis had occupied Gaza starting 1967 well into the 80s, the economy was doing a bit better, but mostly it was doing well, based on having a number of educated people who went outside of Gaza,” said Kevin Klowden, chief global strategist at Santa Monica, California-headquartered think tank Milken Institute.

Gaza was under the control of Egypt from 1948 until mid-1967 before Israel seized it along with the West Bank following its victory in the Six-Day War against a coalition of Arab countries.

“In the first 25 years of [Israeli] occupation, Gaza had both people working inside Israel [and] it had its own local economy … it was an important part of the Palestinian economy,” Raja Khalidi, director-general of the Palestine Economic Policy Research Institute told CNBC via telephone.

Gazans were able to work in Israel, Egypt, the Gulf and other places 50 years back, and there was a strong professional class, university and airport at the time, but with the current conflict the enclave’s economy now is dire, almost nonfunctional, Klowden also said.

Israel had issued about 18,000 permits for Gazans to work and live in the country and its settlements in the West Bank, but they were revoked after the Oct. 7 attack.

According to the United Nations, during the 1970s and 1980s, the Palestinian economy saw relatively strong capital inflows, largely due to remittances from Palestinian workers in Israel and the Gulf countries.

Things changed after Hamas gained power in Gaza in 2006 when Israel relinquished its control of the enclave. Hamas has not held an election in Gaza since.

Not only did the Palestinians lose out on working in Israel after Hamas took over Gaza, their trade with the Egyptians also dissipated as Egypt views Hamas as a threat, with investments into the Palestinian Authority-governed West Bank no longer flowing into Gaza, Klowden said.

Since 2007, Gaza has been surrounded by concrete walls and barbed wire fences after Israel imposed an air, land and sea blockade on the Gaza Strip, saying the move was necessary to safeguard itself from Hamas’ attacks. The U.N. classifies Israel as an occupier state over the Palestinian territories of the West Bank and Gaza.

“When people ask me what does it take for Gaza to get back to where it was … We want to go back to where it was 20 years ago, not where it was two months ago,” said Khalidi.

‘Hard to see an economic future’

The blockade and repeated wars with Israel since 2008 have hollowed out the enclave’s economy, with its anemic economic growth falling far behind that of the West Bank over the last 15 years, according to the International Monetary Fund.

“It’s not been a situation where there’s been economic hope. And for the last 15 years, essentially, that’s been the situation,” Klowden said. “You have a very young population that doesn’t see hope out of that. It’s very hard to see an economic future out of that.”

As many as 65% of the 2.3 million Palestinians living in the 140-square-mile sliver of land, between Israel and Egypt are under the age of 24.

“Ultimately, some form of a deal to end the conflict will have to be put in place,” said Clocktower Group’s Papic.

“But that deal is likely to have to see Gulf Arab monarchies and Saudi Arabia footing much of the bill for the viability of Gaza in the future.”

Airlines have seen a drop in bookings in the weeks following the start of Israel’s war against Hamas in the Gaza Strip, and some expect it to cut into their future profits.

According to travel analytics firm ForwardKeys, international flight bookings were 20% below 2019 levels in the three weeks following the attack by the Palestinian militant group Hamas against Israel on Oct. 7, and 5 percentage points below the period of three weeks prior to the attack.

The terrorist attack killed some 1,200 people and saw a further roughly 240 taken hostage, triggering the most ferocious Israeli response that the region has ever seen. Israel’s aerial bombing campaign and subsequent ground offensive in Gaza has killed more than 11,000 people, according to health authorities there.

In the days following the attack, major airlines suspended or reduced flights to Israel’s Ben Gurion Airport in Tel Aviv. But air travel demand to and from other countries and regions was noticeably affected, too.

In the three week period before Oct. 7, ticket issuance from the Middle East was just 3% below 2019 levels, according to ForwardKeys data, illustrating the steady recovery of the sector from the Covid-19 pandemic. In the three week period after Oct. 7, by contrast, ticket issuance from the Middle East was 12% lower than 2019 levels, marking a difference of 9 percentage points.

But the biggest drop in terms of international departures was in flight ticket issuance from the Americas, which was actually up 6% from 2019 levels in the three weeks before the attack, and fell to 4% below those levels in the three weeks after, totaling a drop of 10 percentage points.

International arrivals to the Middle East meanwhile plunged by 26 percentage points in that time frame, with the biggest drops by country being Israel, followed by Saudi Arabia, Jordan, and Lebanon. ForwardKeys draws its data from the International Air Transport Association’s industry-wide ticketing database which includes major international carriers, but does not include budget airlines like easyJet or Ryanair.

Stateside, at least one major airline made a profit warning concerning the war.

United Airlines in mid-October said that pricier jet fuel and a halt to its Tel Aviv flights due the Israel-Hamas war would eat into its profits in the last three months of the year. United had more service to Israel than any of the U.S.-based airlines with links from Washington, D.C.; Newark, New Jersey; and San Francisco, accounting for 2% of its capacity.

The fourth-quarter guidance for United was “bleak and worse than our estimates,” Helane Becker, an airline analyst at TD Cowen, wrote in a note following the carrier’s earnings estimate. “Given the projections that this will be a long war we are looking at the lower end of the forecast range and assuming no service by year end.”

‘As long as it’s safe, we’re going to keep flying’

The United Arab Emirates’ national airline, Abu Dhabi-based Etihad Airways, continues flying to Israel. It began flying its Abu Dhabi-Tel Aviv route in April of 2021, roughly eight months after the signing of the Abraham Accords, which normalized relations between Israel and the UAE.

“It’s impacting,” Etihad CEO Antonoaldo Neves said of the Israel-Hamas war, speaking to CNBC’s Dan Murphy at the Dubai Airshow on Monday. “Our demand to Israel is still there. But it’s not as big as it was in the past.”

“We keep flying, very safe. I follow up every day, every day. And we just hope it gets over soon. For the sake of everyone involved in this conflict.”

“I’ll not tell you it’s not impacting … And when things are back to normal, I’m sure that everyone’s going to remember that Etihad was not driven only by profits,” Neves said.

“We have our obligation as a transportation company, to be there when we make money and when we make less money. So that’s the approach we take, as long as it’s safe, we’re going to keep flying.”

“As far as the business is concerned — look, we have been in a part of the world that has seen for the last 35 years a lot of geopolitical issues,” Tim Clark, president of Emirates Airline, told CNBC.

“I won’t be smug and say we’re impervious to issues, because this is a really difficult issue for the Middle East to deal with.”

“But as far as our bookings are concerned, they remain robust,” he said. “We will always get what we call a certain flakiness in the Asian markets where, you know, they get a little bit concerned … But generally, so far, so good, we’re looking very strong.”

More than three weeks ago, a popular Twitter account named “Anonymous” declared that the shadowy activist group was waging a “cyber war” against Russia.

Since then, the account — which has more than 7.9 million followers, with some 500,000 gained since Russia’s invasion of Ukraine — has claimed responsibility for disabling prominent Russian government, news and corporate websites and leaking data from entities such as Roskomnadzor, the federal agency responsible for censoring Russian media.

But is any of that true?

It appears it is, says Jeremiah Fowler, a co-founder of the cybersecurity company Security Discovery, who worked with researchers at the web company Website Planet to attempt to verify the group’s claims.

“Anonymous has proven to be a very capable group that has penetrated some high value targets, records and databases in the Russian Federation,” he wrote in a report summarizing the findings.

Hacked databases

Of 100 Russian databases that were analyzed, 92 had been compromised, said Fowler.

They belonged to retailers, Russian internet providers and intergovernmental websites, including the Commonwealth of Independent States, or CIS, an organization made up of Russia and other former Soviet nations that was created in 1991 following the fall of the Soviet Union.

Many CIS files were erased, hundreds of folders were renamed to “putin_stop_this_war” and email addresses and administrative credentials were exposed, said Fowler, who likened it to 2020’s malicious “MeowBot” attacks, which “had no purpose except for a malicious script that wiped out data and renamed all the files.”

Another hacked database contained more than 270,000 names and email addresses.

“We know for a fact that hackers found and probably accessed these systems,” said Fowler. “We do not know if data was downloaded or what the hackers plan to do with this information.”

Other databases contained security information, internal passwords and a “very large number” of secret keys, which unlock encrypted data, said Fowler.

As to whether this was the work of Anonymous, Fowler said he followed Anonymous’ claims “and the timeline matches perfect,” he said.

Hacked TV broadcasts and websites

The Twitter account, named @YourAnonNews, has also claimed to have hacked into Russian state TV stations.

“I would mark that as true if I were a factchecker,” said Fowler. “My partner at Security Discovery, Bob Diachenko, actually captured a state news live feed from a website and filmed the screen, so we were able to validate that they had hacked at least one live feed [with] a pro-Ukrainian message in Russian.”

The English-language Russian news website RT “is for a western audience, and so what what’s being shown on RT is not what’s being told in Russia,” said Security Discovery’s Jeremiah Fowler.

The account has also claimed to have disrupted websites of major Russian organizations and media agencies, such as the energy company Gazprom and state-sponsored news agency RT.

“Many of these agencies have admitted that they were attacked,” said Fowler.

He called denial of service attacks — which aim to disable websites by flooding them with traffic — “super easy.” Those websites, and many others, have been shuttered at various points in recent weeks, but they are also reportedly being targeted by other groups as well, including some 310,000 digital volunteers who have signed up for the “IT Army of Ukraine” Telegram account.

False claims by other groups

Fowler said he didn’t find any instances where Anonymous had overstated its claims.

But that is happening with other hacktivist groups, said Lotem Finkelstein, head of threat intelligence and research at the cybersecurity company Check Point Software Technologies.

In recent weeks, a pro-Ukrainian group claimed it breached a Russian nuclear reactor, and a pro-Russian group said it shut down Anonymous’ website. Check Point concluded both claims were false.

“As there is no real official Anonymous website, this attack … appears to be more of a morale booster for the pro-Russian side, and a publicity event,” CPR said, a fact which did not go unnoticed by Anonymous affiliates, who mocked the claim on social media.

Groups are making fake claims by posting old or publicly available information to gain popularity or glory, said Finkelstein.

Fowler said he feels Anonymous is, however, dedicated more to the “cause” than to notoriety.

“In what I saw in these databases, it was more about the messaging than saying ‘hey, you know, Anonymous troop No. 21, group five, did this,'” he said. “It was more about the end result.”

A cyber ‘Robin Hood’

Hacktivists who conduct offensive cyber warfare-like activities without government authority are engaging in criminal acts, said Paul de Souza, the founder of the non-profit Cyber Security Forum Initiative.

Despite this, many social media users are cheering Anonymous’ efforts on, with many posts receiving thousands of likes and messages of support.

“They’re almost like a cyber Robin Hood, when it comes to causes that people really care about, that no one else can really do anything about,” said Fowler. “You want action now, you want justice now, and I think groups like Anonymous and hacktivists give people that immediate satisfaction.”

Many hacktivist groups have strong values, said Marianne Bailey, a cybersecurity partner at the consulting firm Guidehouse and former cybersecurity executive with the U.S. National Security Agency. Cyber activism is a low-cost way for them to influence governmental and corporate actions, she said.

“It is protesting in the 21st century,” said Bailey.

Yet cheering them on can be dangerous in the “fog of war,” she said.

“A cyberattack has the potential for such an immediate impact, in most cases well before any accurate attribution can be determined,” she said. “A cyber strike back or even kinetic strike back could be directed to the wrong place. And what if that misattribution is intentional? What if someone makes the attack appear from a specific country when that’s not true?”

She said cyber warfare can be cheaper, easier, more effective and easier to deny than traditional military warfare, and that it will only increase with time.

“With more devices connected to this global digital ecosystem the opportunity for impact continues to expand,” she said. “It will undoubtedly be used more often in future conflicts.”
